JOB DESCRIPTION
Job Title: Public Service Worker Pay Grade: 4
Reports to: Foreman Revised: 2/17
SUMMARY
Under supervision of a Foreman, the Public Service Worker performs routine manual labor on the construction, repair, and maintenance of roads, drainage pipes and ditches, rights of way and other County maintained facilities. Uses power tools and hand tools to clear rights of way of vegetation and trees. Shovels and rakes asphalt, concrete, soil, aggregate and other materials. Employee must know how to operate motor vehicles to and from maintenance department to go to various jobsites throughout county. Also, may operate tractors and limited heavy equipment while being supervised by foreman to train for an operator position. This position is a safety sensitive position.
DUTIES AND RESPONSIBILITIES
Installs and cleans drain pipes, inlets, and ditches;
Using hand tools such as shovels, rakes, wheel barrows manually moves asphalt, aggregate, dirt and other materials in order to make repairs to roads, drainage features and right of way;
Directs traffic through and around work zones using traffic control devices to have a safe work site. Loads, unloads, and places signs and various traffic control devices in and around the work zone;
Operates chain saws, limb saws, bush axes, grass trimmers, etc. to cut vegetation, trees, and brush from right-of-way;
Loads and unloads vehicles and equipment with construction materials and supplies. Picks up and piles brush, refuse, and other materials;
Performs other manual labor as required;
Performs operator maintenance on trucks and light tractors;
Performs daily pre-trip and post-trip equipment check sheets. Notifies supervisor of needed repairs. Assists equipment operators in service of their equipment. May operate equipment such as mowers, tractors, rollers, loaders and other equipment as needed and in a training status;
Operates two-way radios to communicate with co-workers and supervisor;
Attends regular safety meetings, watches presentations and videos on safety related topics and on performance of job duties;
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of road and bridge construction materials, processes and standards;
Knowledge of the hazards and safety precautions of construction and road maintenance;
Knowledge of County and department regulations, guidelines, policies and procedures;
Knowledge of safety practices and guidelines for operation of construction equipment, vehicles, hand and power tools;
Knowledge of traffic control and safety guidelines and principles related to road maintenance and construction including specific knowledge of the Temporary Traffic Control section of the Manual on Uniform Traffic Control Devices (MUTCD);
Knowledge of the geography of Russell County and the county road system;
Knowledge of Best Management Practices for erosion control on constructions projects;
Skill in the operation of commercial vehicles and equipment related to the construction industry listed under Duties and Responsibilities;
Ability to communicate effectively orally and in writing;
Ability to comprehend detailed instructions and procedures and to follow precisely;
Ability to work outdoors in physically demanding conditions;
REQUIRED QUALIFICATIONS AND EXPERIENCE
Must have a valid high school diploma or GED;
Must have a valid driver’s license;
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee
to communicate effectively;
Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to monitor equipment and vehicles;
Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to use all tools associated with the maintenance
and repair of vehicles and equipment;
Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to have access to various work sites throughout the county.
SPECIAL REQUIREMENTS
Comply with all Russell County policies and procedures. Work non-duty hours, weekends and holidays as required. Travel to attend meetings, training and seminars. Perform any other duties not listed above as directed by the County Engineer.

7:30 – 5:30 EST, Monday – Thursday.
Hourly Rate -
$ 13.34
